Consultation Paper Briefing Measures to Protect Vulnerable Agency Workers - 24/05/2007

The private recruitment industry has expanded significantly in the past few years and the number of people employed through agencies is on the increase.  Recent studies show that whilst a high percentage of temporary workers are extremely happy in their jobs, the increase in numbers has meant that several groups of 'vulnerable' agency workers have become exposed.

The  Department of Trade and Industry (DTI) has identified numerous ways in which rogue or unscrupulous agencies have exploited these ‘vulnerable’ groups  ....  foreign workers have been loaned money by an agency in their home country but misled about the costs of living in the UK  ....  agency drivers are allowed and in some cases coerced into driving for illegal periods of time. Such unethical behaviour only serves to detract from the reputation of respectable agencies when, in fact, the image of the industry should be at an all time high due to the recent growth.

In a bid to combat this, the DTI has begun to look into modifying existing rules and introducing new regulations to protect temporary workers from exploitation by rogue agencies. It is also hoped that such new provisions will enable reputable agencies to publicly stand up against these unethical practices.

As employment lawyers representing a number of employment agencies, we will be presenting the Government’s new proposals set out in its consultation.  We are also interested in collecting  the  views of as many employment agencies as possible about this issue and invite you to join us at a Consultation Paper Briefing.  During this session, we will explain the DTI’s proposals  and give you the opportunity to discuss them with your colleagues.  We will then collate your views and forward these on to the DTI.
